Boyfriend moved in; do they need joint tenacy to both claim UC?

Girl in property with tenancy agreement in her name; boyfriend subsequently moves in.  Both now on Universal credit; she gets single person housing allowance circa £300/month- he gets nothing.  Do they have to have a new joint tenancy agreement in both names to claim the housing element of UC; thus the housing element will be for two people not just one that will be circa £550/month.  Or better for me if can they self-declare to UC they are cohabiting?
