Another fire door question

A building that we have an apartment in has just had a routine fire inspection. They have come back to me with 2 snags on the front door to the apartment - which opens onto a stairwell. The intumescent seal is missing, so that will be replaced (no argument there). The hinges are not CE marked; the building was built in 1989 before that was a "thing".Since the building is only 3 floors I read the government guidance, which says that hinges must be made of a material with a minimum melting point of 800C. The guidance also says that repairs can be made by a "competent" person but the management is insisting on a written confirmation, on company headed paper, that the work has been done. I have engineering training and consider myself perfectly competent to replace a door seal and a hinge, if necessary, but I don't think that is required.

I called the landlord advice desk but they cannot help. That is rather the sort of thing I expected them to be able to offer advice on.

It's not the actual work I object to but it seems like they may be insisting that 19 owners replace hinges for no reason. If it were required they could organise somebody to do them all at once for a fraction of the cost of 19 individual visit by 19 tradesmen.
