Possession - Section 8 and Section 21

I read in the press that Michael Gove in a recent television interview on BBC said that the ban on section 8 no fault evictions will be in place by the next election as will funds to enable courts to deal with that ( presumably meaning the anticipated increase in litigation likely to result in more court hearings etc. given that the "paper only" procedure is likely to be avavilable far less). I find this statement difficult to believe and it seems at odds with reports I have read about statements given to the NRLA conference to the effect that more court resources will be in place to deal with such increases.. It seems that the next election is not likely to be imminent.

Any thoughts? I would be interested in the Association's views on this report.and the matter generally.
