Leak stain on bedroom ceiling of top floor flat

My tenant reported a leak stain in the bedroom of a top floor flat yesterday. Looks like a roof leak. I assume this can be claimed on the building insurance.

What is my first step. Call the block management company or the building insurance company or both?
