Section 21 served but tenants haven’t moved out
Possession - Section 8 and Section 21

Hi we have served section 21 on 8th November 2023. Tenant keeps using the same phrase they can't find anywhere but realistically I don't think they've been trying hard enough. We've also told the agents to increase the rent from £725 to £825 back in November. My question is did the agents need to serve a section 13 at any point? If they haven't, are will still able to serve a section 8 today, on the basis that they didn't move out after the 2 months of receiving a section 21? Thanks in advance
