Possession - Section 8 and Section 21

We would like to sell one of our properties, and there is a Tenant residing in the property, do we have to wait till the Covid-19 deadline is up (Oct), or can we give notice and start the process? I know we should use section 21, giving notice, but do we have to wait on something the govt has put in place because of Covid-19
