Tenancy Agreement papers for Landlord

I employed a letting agent to fully manage my property. He has got the tenant in and promised to send me the tenancy agreement as soon as the tenant moves in but he didn't send any. Later on he told me that I need ICO certificate before he will send me. I got the ico certificate and still he doesn't send me.

Is he right not to send me and keep my tenant secret from me?
