Is having a property redecorated throughout classed as maintenance or an improvement?

The property had recently been painted throughout to a high standard by the previous tenant prior to the new tenant moving in. After nearly 7 years the tenant has now moved on and due to wear and tear the property now looks very tired.
Would having it painted throughout by a professional painter/decorator be classed as maintenance or an improvement?
