Can deposits be used to repay missing rents?

Commercial lenders such as Charity Legal&General are now applying missing rents from their commercial (shops) tenants to deposits. Can a PRS landlord (LL) withhold unpaid rents from the deposit, even though it's held at, say, the TDS? Or does the LL need to get Court or TDS permission(s)?
