Flat conversion, lacking planning

Hi, new-ish member, first post. Recently became a LL following transfer of family property - lots to learn!
Looking at new purchase, a house converted into flats in the 1978 I am told. Auction. Agent is being unhelpful with queries. I can't find anything relating to conversion in the planning history. No building control (BC), no planning permission (PP) nor listed building consent (LBC) - how concerning is this? Would they have been required in 1978? I'm assuming so.

My thoughts

BC this is way outside the 12 months cutoff for enforcement

PP ditto, outside the 4 year cutoff

LBC, there is no limitation on LBC - what is the risk there might be an enforcement notice to undo the conversion.

Bonus question. Is it an HMO. Flats all self contained, own kitchen, bathroom and all accessed of central access. So doesn't meet the simply definitions here:
