Claiming rent debt from existing tenant

The tenant has no intention of leaving and has just run up 2 months of missed rent payments. They claim they are awaiting furlough payments but can produce no evidence of them being on furlough.

I wish to issue a county court type proceeding or other claim for the amounts unpaid.

What steps should I have ensured I have carried out first (text, e mail, whatsapp requests plus verbal discussion with witness as to plan to pay. Offer to depart and debt be waived to stop the situation degenerating for both parties - me rent arrears, them expensive online loans and maybe follow up letters hand delivered to invite response on plan to pay).

Can you please advise?
