Possession - Section 8 and Section 21

I served notice in early September 2020 as per covid rules gave the tenant 6 months to leave. His notice expires on April 7 - the tenant does not seem to be leaving citing no properties available. what action do I take? what are my rights if he doesn't leave by then?
