EICR Total rewire for properties with black sheathed wiring ?

I have a rental property with an agent - the agent has arranged for an electrician to inspect all of the properties under management. It appears that he has failed all older properties that contain any black sheathed wiring and insists that under the new regs, they have to be fully rewired. If this is the case, has the government deemed that all rental houses with old wiring are deathtraps yet none rental houses with the same wiring are perfectly safe ? Apologies for the cynicism but a few of us landlords under that agent are a bit suspicious. Are we allowed to get second opinions or has the damage now been done ? Many thanks for Team advice and any similar member experience .
