Can I keep holding deposit if tenants do not want to move in

Hi,
Purple Bricks found tenants for my flat. We stopped marketing the flat when they gave a holding deposit.
I don't know exactly what happened but Purple Bricks said the tenants could not provide the relevant documentation to start referencing.
The flat was then put back on the market and holding deposit returned to the prospect tenants. I then lost another month and lost the early viewers who were then gone during that space of time.

Question: Why couldn't I keep the holding deposit? What is the purpose of it if tenants can change their mind and take it back?
