I am disappointed you put the NRLA name to this article.
"Rent guarantees could be key to encourage landlords to rent to Universal Credit claimants"

In practice they are very high risk financially to LL and free money for UC claimants. They can go to court and claim compensation for a deposit they did not even pay. The deposit schemes will not pay the money out to a 3rd party therefore at best leaving landlord having to pay the full deposit amount, at worse trying to secure it, failing, and being hit in total to the tune of >%C2£12k. That's in a matter of months of a UC tenant moving in.

Possibly the use of the word 'could be' is the only get out of jail on this.

Did many of the participants actually have first hand experience of the rent guarantee scheme or any experience of its very painful blunt end.

I can tell you (see the link below as I am trying to help the landlady) from first hand experience that without any safety nets in place it is a total disaster and quite possibly the highest and worst risk a landlord could commit to undertake.

I have just checked NRLA ASTs which are same wording as the ones used. It will fail a test of court 110%. I know because I have recently been there.
Beyond the financial devastation it is also an appalling experience to have to go through mentally and leaves many scars. Nobody helps to recover from this and still the tenant remains in situ, with holding UC rent and creating damage. Rent arrears and damage both of which far exceed any deposit that would be made.
