Possession - Section 8 and Section 21

Ive served my 2 of my tenants section 21s.
The 3 rd one is a fixed date tenancy which expires 24 August
Should I have served a section 21 on the 3 month fixed term tenancy?
If so I would have needed to serve a 4 month notice ( due to COVID restrictions) ?
ie. I’d have needed to serve the notice a month before the tenancy began - which can’t surely be the law?

Also how do I persuade my 3 tenants to actually leave when they have nowhere to go?

One of them is 3 months in arrears anyway so will not get his deposit back. I’ve applied for a CCJ but he has until 31 August to respond.

The tenancy for this HMO ends on 28 August.
