Section 8 - 2 month arrears -how to calculate if service charge included

Arrears calculation for section 8.
The tenancy agreement stated rent is 1000/month; service charge and untility bill etc paid by the tenant.
1/ When I calculate arrears in total, could I allowed to add unpaid service charge 85pounds/month to the total rent arresrs for section 8 process?
2/ also tenant paid 1085pounds some month for both rent and service charge , can I just allocate 1000pounds as rent payment only for that month or regard 1085pounds as rent payment please( this will reduce rent arrears if use 85pounds service charge as part of rent payment)??
