EPC assessment inflexibility? NRLA Potential campaign

We are trying to get our properties to 'C' EPC. One property is quite old and we fitted cavity wall insulation in the 1980s. We have offered to take a small interior section out of any part of the walls, specified by the assessor, to illustrate the insulation but the assessor says this is not allowed. They need to see an actual invoice. We checked with another assessor and this seems to be the case. This seems bizarre and we will struggle to get the property to c without the cavity wall insulation being recognised. So basically, a property that is perfectly well insulated (and in reality a 'c') will be unlettable after 2025!! Can the NRLA do something about this inflexibility as it will have a major impact on the availability of properties after 2025.
