Bad neighbours

The neighbours of my tenants at one of my houses constantly throw rubbish over the garden wall and when they hold parties 'guests' often hop over the wall and mess up the garden, leave more rubbish etc.


I have tried to talk to them (the neighbours) but they don't open the door.


I am sure they are tenants themselves, probably local authority housing benefit tenants.


Any suggestions on how to discourage them? (Ideally cheaper than building a higher wall!)
