Partial rent payment but still in Arrears

My property is let to a young couple however only in the woman's name. The couple have now split up and the boyfriend has paid half of last month's rent (September). I have spoken to my tenant and she has promissed me the other half and this months (October) however I have not received anything to date. Do I have to wait for 2 full months rent arrears to serve a section 8 or is partial payment still considered rent arrears?
