Delivering a S21

I plan to give a S21 to a tenant, what I normally do is put the notice under their door (it is an HMO and therefore not sure you can just do it through the letterbox) and I then get a witness to take a photo with a date stamp.

The issue this time is that there just isn't any space under his door to put a piece of paper let alone an envelope. Someone suggested I just tape the envelope to his door and have the witness take a photo of me doing so. Would that be acceptable to a judge? If not how else can I hand deliver it? By the way I can't hand deliver it in person, he is never in, and I've only got a couple of days left to deliver the S21 in time.
