When to Serve S21

We normally serve S21 early in Tenancy after depsosit is protected. Is it acceptable to send the S21 notice to the tenant with the deposit prescribed information (The deposit already protected and paid) or is it better to send it seperately. My thought here is that if the tenant signs and returns the prescribed info paperwork he cannot then deny that he receioved the S21 as it would be mentiuoned in the covering letter.
