Please advise - renting separate rooms in house

I have a number of question please:

1. Is it true that 3 individuals sharing a house who have signed a joint agreement does NOT constitute a HMO and that if they are on separate agreements then it does?

2. If on a single agreement, how do you get the AST signed if they move in on different dates?

3. What do other landlords do as regards utility bills and council tax? Do your tenants pay or do you, with the rent increased appropriately.

4. If you pay the bills for them, how much would you suggest adding to the rent per person?
