Insurance Block Policy Renewal Declined

I have had a RLA block insurance renewal arranged with Rentguard
declined. About Two weeks ago I got a letter from Rentguard stating that the underwriters were not renwing the Policy. The underwriters are Axa Plc. How do I go about getting a new insurance policy?
I have a claim still outstanding so no other insurer is interested.
Should I instruct a solicitor?
