Tenancy Deposits

My tenants deposit was, I though paid by the grandfather but it turns out it was paid by the council. I sent the deposit forms to tenant and supplied her with the tenant with the prescribed information and her Granfather straight away. Then I discovered the council pays the deposit. I issued the Section 21 on the 3 Decemeber. I let the council know on the 4th which they wont get until the 6th may be of december. Will that invaledate my Section 21. I still have time to issue another Section 21 as I have up to 18 Dec to do that. Can you issue another section 21 if you realize you have made a mistake in time????????? I real can't go through another 3 months knowing I shall fail before I start.
