Landlord's insurance

I've just been trawling through a policy document from a major insurer and found that both malicious damage and theft by a tenant are excluded from cover in the buildings section and also the landlord's contents section.

Is this common? I would have thought that most landlords would have this high up on their list when it comes to insurance.
