deposit transfer from dps to deposit guard

Hello i have 9 deposits protected to dps. two questions
(1)can i transfer all from dps to deposit guard?
(2)all 9 deposits are above £500, which means i pay 9 X £22 , is it every year cost, or when i change the contract dates or when i have new tenant?
