When does the clock start ticking - when the estate agents receive the bond or when you receive

My estate agents held the bond for almost five weeks before sending a cheque in my name with the first month's bond plus the first month's rent less the charges.
Does the clock start ticking when I receive it or did it start ticking when they received it?
Is it their responsibility when you pay them to find the tenant to inform you/remind you about the deposit scheme or is it up to the landlord to know about it (I know about it now but did not at the time)
