Pursuing owed rent

Can someone please tell me if a tenant leaves owing over 2 months rent and was not taken to court but signed a letter to say that he owed that person money - could the landlord still pursue the owed arrears?

Also where does the law stand that if they leave the property and leave A VAN on the driveway for months (no tax, mot or insurance) can the landlord get rid of it?

The tenant left mid august.
