Purchase of house in 4 bedsits plus owners

I am looking to buy a property currently in 4 bedsits plus owners flat which comes under Blackpool Borough Council.

The property has not been touched in 40 years and has no planning details since records began in 1974. The owner is retiring age 93.

The bedsits are just one room with sink unit, fridge and some furnishings all many years old. There are four male tenants who share the one toilet and one bath, the owners has its own facilities although not self contained.

Three tenants have no official agreements and pay £45 per week.

I wish to completely up date the property and would like to know how I approach the three tenants who wish to stay but know the work will entail a great deal of upheaval.

I will be using an architect for planning, building regs etc.
