Tenant late payment and not responding to any communication

Hi. I have a tenant that is 2 weeks late with his rent. A neighbour has informed me that he was seen moving items out of the property last week. Howver, there are personal belongings still in the property belonging to the tenant. There is never anybody at home when I call round. I want access to ensure that the property is in good order and not left in a state. I would be happy to discuss rent repayment installments if the tenant is in financial difficuclty....but he is not answering my calls. As the tenant is not responding to my calls and as I am woried that the house is now left empty, what is my first step to seek access/ possible eviction?
