Is there a legal responsibility to provide a TV aerial.

The reason for asking this is that we have a flat in a block and we have upgraded to a digital aerial, one of the members of the management compny is asking if everyone wants to join in 'ther' new digital aerial and the money for it will be taken out of the service charge.
Fine for others maybe, but we get no benefit.
They are saying that it is the landlords responsibilty to provide and aerial.
