It would take me 30 pages to give an in depth attempt atthis query and I am not able to do that.
With the deposit schemes it is important to accept they try to find in favour of the tenant so you are best reaching agreement with the tenant. If you have to go via the scheme whichever valuation you arrive at justify why no other was suitable.
