Tenancy Types and Management

Dear Helpdesk
I have tenants in an unfurnished property who are renewing the tenancy. The landlord removed some made to measure shelves at the beginning of the tenancy but wants to put them back for the start of the renewal as she no longer has room in her other property and intends to rent the property on a furnished basis when the current tenants eventually move out anyway. Can she insist on putting the shelving system back in the property? Or can the tenants insist that she doesn't?
