Birmingham City Council - Council Tax Exemption

My tenant moves out on the 27th February - Having called Birmingham City council they inform me that the rules, like other local authorities has changed from 1st April 2013 .
I have now been told my exemption runs from the 27/02/13 to 31/03/13 after this a 10% discount is applied - These councils need affordable quality living for the local community, yet it attacks landlords direct
Just hope now to get this on the market and let before the 31/03/2013.
