property bed bug infestation and my liabilities to tenants

Hi,
I have a problem at the moment with bed bugs in a 9 year old terraced house in london. The problem is being investigated by the health and environmental department of Newham council as it appears that the other houses in the terrace of six houses also have an infestation. They are trying to establish were the infestation started. I have checked my house buildings insurance and have found i am not covered for this occurance. I do not have contents insurance as the house was let unfurnished. and my tenants insurance does not cover this either. My questions are am i liable to the tenants for their furniature, and what is likely to happen if the council find the infestation is from outside my property.
