allowing pets (dogs) in the rental

I currently do not allow pets within my rental. I am now having a change of tenant and they have a dog. Am I able to stipulate that they have to stay in the property for a certain number of years? and if they do not stick to it I can use the deposit for the cost of cleaning / replacing carpets if necessary?
