Leaseholder needing urgent advise regarding who to contact about section 21 (major works) instructed

Dear Sir/ Madam,

We have return from our vacation to find that our local council have sent through a notice of estimation for works on the block where we own a leasehold flat. We have challenged many of the works in the past but due to the 30 day deadline and the fact that we have been out of the country for 5 weeks, it seems we cannot challenge the works they have stated they will carry out.

Could you please advise who we should contact to help advise us how we can challenge/fight our corner as they are estimating that we will have to pay a small fortune that we deem as totally unnecessary.
