In a shared HMO, where the tenants are not known to each other, and each tenant has a separate lease, what is the law regarding utility bills. Can the landlord insist on one of the tenants taking on the accounts and then having to try to get the money from the other tenants, or must the landlord take the accounts in his name and either add the costs to the rent, or ask the tenants to pay him.
