sitting tenants

I am thinking of buying a property with 2 tenants in situ. The owner is deceased and the tenants are claiming they have been there since 1994 and 1996 at a rent of £50 per week which includes council tax, water rates and rent of a Garage (at £5 per week included in the rent). Neither of them can produce any documentation. Where do I stand if I buy the property and if I do the property up can I put their rents up.
