Freeholder Building Insurance

I have a leasehold flat and the freeholders Agent claim that are responsible for the Buildings Insurance( I am not sure if this is stipulated in the lease). We are being charged twice what we could pay for the same policy.
I have asked that they consider changing to a more reasonable Insurance Company and have been told that I have to go with whoever they choose.
Is this correct?
