A Property in joint tenancy is left in dirty conditon when one tenant moves out

A property is shared by two tenants each having a seperate tenancy agreement. One of the tenants has moved out. The property is left in a dirty condition but the second tenant refuses to take responsibilty for cleaning the whole property. What are the rights and responsibilities of the remaining tenant. Can the landlord charge the cleaning bill to the remaining tenant deposit?
