Tenants want an eviction notice

My tenants have been in the house 10 months, always paid rent on time. They now have 2 sets of twins under 2 yr old. Received a phone call last night saying they are struggling with gas/elec bills. The last two have been £700.00 ish, bearing in mind its been winter and the heating been on ALL the time for the kids. They want me to issue an eviction notice so they can take this to the council, presumably then making out they are homeless, to get council accommodation. How do I handle this. I want to avoid rent arrears thus making me start some sort of proceedings.
