Threat of £5000 fine!

I have just had a letter from the council threatening me with a £5000 fine if my tenants continue to put rubbish in the wrong bins. They say there is a threat to health as the bin men ( recntly in dispute ) are refusing to empty the bins and this is making them overflow. There are five properties with their own front doors and they all leave their bins in the same spot.
The tenants pay council tax separately so I do not see why I would get prosecuted for their misdeeds! Who would they prosecute if a council tenant didnt use their bins properly?
