Access for urgent repair

I have a tenant that has complained of water leaking through the ceiling. The flat above has it's bathroom located in that area. The tenant does not reply to requests for access, only to complain about the water leak. If the leak is as described by the tenant then there is a danger of severe water damage. What should I do?
