Can we do works without sending Citizens Advice Beureaus list first?

CAB sent us a letter with a list of complaints regarding supposed defects to a property and advised they would like to instruct an expert to carry out a report.

I replied and in very short, our 2 page letter explained that;
1. We had not been advised of these issues by the tenant.
2. Any issues that were reported were dealt with.
3. Most of the defects were clearly not true and a simple visit would confirm this.

We advised that we would arrange with the tenant to visit the property to inspect it and would then be in a position to comment further and arrange any necessary works.

The CAB replied confirming that they would not proceed to instruct a surveyor until they have heard back from us following the inspection.
However that added - Please ensure that any repair works do not commence until we have received your proposed schedule of works and works have been agreed.

We had difficulty in actually making a time with the tenant to visit this property.
We have now been to the property and would like to carry out the necessary works.

The tenant has asked us to sort the works out as soon as possible, and we are keen to try and arrange these works whilst we are still in contact with the tenant.
Can we just ignore the CAB’s request that works do not commence until they have agreed?
