Free boiler. Pay for installation?

Hello. My tenant qualifies to recieve a new boiler and as the boiler is more than 10 years old we decided to get it replaced under this scheme. I have just been contacted by a company (by phone), which was not the same company I applied to, but said they had been referred by theirparent company, to say that last week governement funding for installation of free boilers has been cut and asking me for a 'contribution towards installation costs' of £250.
Is it a true statement that governement funding for installation has recently been cut and are they roight to ask me for a contribution and is the amount of the contribution the norm?
