Whose responsible for outstanding utility bills

I have a tenant who is moving out in the near future and I am concerned about the outstanding utility bills. It is unclear whether a Landlord could be held liable for these charges. It is also unclear with regard to the data protection act if a Landlord should supply a forwarding address of there tenant. Our AST agreement states that these charges are the tenants responsibility. I should like some clarification of my position please.
