Small HMO permitted development rights

Dear Sirs

I have been an RLA member for years and now I am need of some legal advise.

My Local PA has rejected an application for an extension on the basis that as a small HMO it no longer benefits from permitted development rights. I have noticed that you published a paper stating that

"Legal advice which the RLA obtained had always confirmed our view that these permitted development rights do apply, but now that this has been conceded by Manchester it seems to remove any doubt, even though there is no case law to this effect"

Could you provide any further details to the nature of the legal basis of your findings that could be of any use to my situation. I intend to appeal the decision. I am also aware of an advise note published by the Planning Inspectorate (http://www.planningportal.gov.uk/uploads/pins/advice_for_inspectors/hmo_2014.pdf)which my LA has decided to ignore!
